May Rule of Law Donors and Implementers Meeting
On May 16, 2012, the USAID FAIR Justice Project is hosted a monthly Rule of Law Implementers Meeting. The featured speaker Ruslan Kyryliuk, Chair of the State Judicial Administration of Ukraine (SJA), provided an update on the SJA’s efforts in supporting judiciary activity and priorities for the future.

Tender on developing modules for the High Qualifications Commission of Judges of Ukraine (HQC) website (re-advertisement)
The USAID FAIR Justice Project is issuing a tender for the development of additional modules for the existing High Qualifications Commission of Judges of Ukraine (HQC) website. One of FAIR objectives is to strengthen accountability and transparency of key judicial institutions and operations. According to the Law of Ukraine on the Judiciary and Status of Judges dated June 7, 2012, information regarding disciplining judges is posted on the HQC official website. However, currently not all judicial discipline decisions are posted due to the lack of specific tools in the software.

April Rule of Law Donors and Implementers Meeting
On April 4, 2012, The USAID FAIR Justice Project (FAIR) hosted a monthly Rule of Law Donors and Implementers Meeting. The featured speaker was Judge Tetiana Kozyr of the High Commercial Court and Secretary of the Council of Judges of Ukraine (COJ), who discussed the COJ’s effort to amend the Code of Judicial Ethics of 2002 to bring it in line with current Ukrainian legislation and internationaland European standards for judicial conduct.

FAIR Justice Project Chief of Party gave presentation “The U.S. Judiciary and the Rule of Law” at the National School of Judges
On April 5, 2012, FAIR Justice Project Chief of Party David Vaughn gave presentation “The U.S. Judiciary and the Rule of Law” in the framework of judicial training conducted by the National School of Judges of Ukraine. More than 100 participants – chief judges and deputy chief judges of general jurisdiction trial courts, as well as employees of the National School of Judges – took part in the event.

Meeting of the Working Group on Developing Recommendations on Reforming Legal Education in Ukraine
On March 15-16, 2012, the USAID FAIR Justice Project (FAIR) in cooperation with the Organization for Security and Co-operation in Europe (OSCE) Project Coordinatorin Ukraine conducted the meeting of the working group on developing recommendations on reforming legal education in Ukraine. The tasks of the meeting included discussion of international best practices in governance, quality assurance and financing of higher education, presentation of the legal education system in select European countries, development of recommendations and next steps for reforming legal education in Ukraine.

Competition on implementation of a grant program aimed at conducting Citizen Report Cards (CRC) Survey on Public Satisfaction of Court Performance
The USAID FAIR Justice Project announces a competition on implementation of a grant program aimed at conducting Citizen Report Cards (CRC) Survey on Public Satisfaction of Court Performance. The grants will be awarded and implemented in accordance with USAID and US Government regulations governing grants under contracts and the FAIR Justice Project’s internal grant management policies.

Kharkiv region
Kharkiv Circuit Administrative Court has taken initiative in preparing the concept paper on this pilot project in Kharkiv. Representatives of FAIR, Kharkiv Circuit Administrative Court, SJA, Kharkiv Continuous Education Academy, Yaroslav Mudry Law Academy of Ukraine National University, Kharkiv V. N. Karazin National University and Ukrainian Association for Court Advancement NGO participated in the meeting.

On February 22, a three-day International seminar ‘Results of the First National Selection of Judicial Candidates: Lessons Learned, Ways of Improvement and Implementation of Initial Training of Candidate Judges’ organized by the High Qualifications Commission of Judges of Ukraine (HQC) under support of the USAID FAIR Justice Project started in Lviv.

Roundtable discussion regarding the List of court decisions to be included in the Unified Registry of Court Decisions

On February 14, 2012, the Council of Judges (COJ) and State Judicial Administration (SJA) with support from the USAID FAIR Justice Project (FAIR) conducted a roundtable discussion on the approach to be taken by COJ and SJA regarding the List of court decisions to be posted online in the Unified Registry of Court Decisions.
